It was under this dilemma, then, that there arose the question of the most appropriate system of government for the country: if, as developed in this debate, the central problem of legislative elaboration was in the strict separation of the powers, Montesquieu’s formula would have become an exclusive aspect of presidentialism. To some groups of Brazilian elites, in particular those linked to the knowledge of political scientists-jurists at the FGV-IDPCP, such as, for instance, Paulo Bonavides (1963), the remedy for the growing power of the Presidency of the Republic would be the adoption of a more appropriate political system in that accelerated time of modernization: parliamentarianism.
